Law student Henry Holmes (2021) turned a summer fellowship into a published article in an environmental law review. Holmes spent the summer after his first-year at ǿմý School of Law as a graduate fellow at the (PERC) in Bozeman, Montana.
As a fellow, Holmes studied and researched alongside a distinguished group of environmental economists and lawyers, and worked with Burke Center Director Jonathan H. Adler, who is also a senior fellow at the PERC.
Holmes examined wetlands protection and the integral roles played by states, the federal government and private organizations in wetlands conservation in the Prairie Pothole Region of Iowa, Minnesota, North Dakota, South Dakota and Montana. His research culminated in an article, Protecting Wetlands: Environmental Federalism and Grassroots Conservation in the Prairie Pothole Region. Holmes’ paper was accepted for publication by the Arizona Journal of Environmental Law & Policy.
In conjunction with his paper being selected, Holmes was invited to speak on a panel discussing the role of businesses, private conservation organizations and private individuals in environmental sustainability and climate change mitigation at the “Next Generation of Environmental Law Symposium” at the University of Arizona James E. Rogers College of Law. While the symposium was cancelled due to COVID-19, Holmes’s article is still scheduled for publication in the Arizona Journal of Environmental Law & Policy later this summer.
