A Lecture by Dr. Hanita Kosher
Influenced by the Convention on the Rights of the Child (CRC), recent years have witnessed an increasing awareness and recognition of the importance of children's right to participation in various spheres of life. Nevertheless, questions remain about children's participation in the field of child maltreatment. This has to do partly with the fact abused and neglected children are perceived as vulnerable, weak, and in need of protection. As a result, most professional and academic discourse until now has dealt only with the protection and provision of abused and neglected children. Research into the prevalence of children's participation in the welfare system has revealed a lack of attention to children's voices in decision-making processes. The current lecture will address the link between children's right to participation and child maltreatment and the child welfare process.
The lecture will include two parts: first, the historical and philosophical background of children's right to participation will be addressed. Second, three roles of children's right to participation with regard to child maltreatment will be discussed: Children's participation in measuring the prevalence of child maltreatment; children's participation in the decision-making process in child protection systems; and children's participation in policy design in the area of child maltreatment in the field of social work.
Dr. Hanita Kosher is currently the academic director of , an international training center for professionals in the field of child maltreatment, located at the Anne and Henry Zarrow School of Social Work at the University of Oklahoma-Tulsa. Since 2016, Dr. Kosher has been a faculty member at the Paul Baerwald School of Social Work and Social Welfare at the Hebrew University of Jerusalem.
